Nobel Laureate Herbert Simon (as cited in Bransford, Brown, and Cocking, 2000) noted that there is a change for the definition of “knowing” which is shifting to the ability to find and understand information. While, at all the times, teachers have been looking for new ways to enhance the quality of learning.

During the last decade, teaching English with the integration of new tools has been of special interest to many researchers. In this sense, ICT tools receive a particular attention when adapted to education. One of the supports of the distance learning is videoconferencing which is widely applied in the Global Understanding course launched by East Carolina University. In this article, we will try to shed the light on the way the GU course has been adapted by Tlemcen university of Algeria, and describe the tools that have been added for this very purpose, with the pros and cons when it comes to teaching English as a foreign language.
